Raleigh Adelbert Black was born in Bothwell, Tasmania and was appointed to the government service on 25 July 1898 as a clerk in the Treasury Department. He was appointed to the Agriculture and Stock Department on 1 July 1902 and resigned from the service on 31 March 1926. He moved to Victoria where he worked for a fertilizer company. He was a renowned botanical collector and associate of Leonard Rodway,
