F. W. (Frederick William) Heaps was a private architect who worked in Latrobe, Tasmania for six years from approximately 1887 to 1893, when he sailed to New Zealand. ;;His designs in Latrobe included the Masonic Temple (Concord Lodge) on Hamilton Street, the Giblin Memorial Hall (commenced by T. Y. Kempton and completed by Heaps), a hotel on Gilbert Street, a brick villa residence for Mr George Atkinson on Frogmore estate, a cottage for Mr R Mitchell, a flour mill, auction mart and skating rink.;;Heaps was an active member of the Latrobe community, with associations including the brass band and library committee. ;;
