The Office was created by an incoming Government and administratively located within the Department of Premier and Cabinet although another Minister assisted the Premier on the issues. The Minister for Administrative Services held this role in the early 1990s and the Office may have been transferred to the Department of Administrative Services or the Department of Administrative Services and Consumer Affairs. By March 1996 the Office was part of the Department of Tourism, Sport and Recreation. On 27 March the Office was added to the Community Development function of the Department of Education where it remained until 18 September 1998. In a reorganisation of the State Service following a change of government the Office once again became a part of the Department of Premier and Cabinet. On that date the Sex Discrimination Commissioner, who had been located administratively within the Office, was transferred to the Department of Justice and Industrial Relations.
