The Council was formed as an advisory body to make recommendations to State Government on health issues. Its membership drew from a variety of government, health professional and community interests. According to early Council minutes, health campaign matters were as broad ranging as food, clothing, sunshine and fresh air, exercise and rest, healthy adjustment to society and safety education.;;;;By 1977, In the light of a perceived declining attention by State government to health education, the Council lobbied for greater State support, including greater financial assistance. In particular, at the time of its demise the Council was seeking a statutory role, or failing that a new division within the Health Department to address health education. A Health Education section continued within the Department according to the annual reports of the Director-General of Health Services.;;
