At the inaugral meeting of the committee held in September 1979 it is recorded that the Committee was set up by the RHH Board as an intermim Committee to enalbe policies to be determined for the operation of the new Centre, Phase 2 of which would be ready for occupation around mid - October 1979.;;The RHH Board delegated to the Committee autority to - determine policy for the conduct of the Centre, general administration of the Centre, appointment and termination of staff 9subject to standard limits imposed by Awards and Condtions of Service), financial matters applicable to the Centre and determination of policy as regards admission and discharge of patients.;;It is noted in these minutes that Stage 1 was complete and certain facilities were being used in a limited way. The building was the former Nurses Home located in Tower Road, New Town.
