FINANCE AND PARKING COMMITTEE Terms of Reference Make recommendations on the following matters, except in such cases as the Council delegates to the Committee or Administration the authority to direct and determine without further reference. 1. Accounting Records - a) form and presentation, b) audit requirements. 2. Accounts for payment - a) form and presentation, b) authorisation. 3. Collection of revenue - a) administration procedures, b) legal action, c) debt age classification, d) general debts - write-offs and remissions. 4. Loan raising - approval of offers from lending institutions for funding authorised loan programmes. 5. Insurance - a) Council assets, b) Workers compensation, c) Public risk, d) General risks. 6. Donations and Subsidies - allocation, upon application, within general budget provision and statutory limits. 7. Rates - a) remissions for pensioners, b) rebates for unoccupied properties. 8. Cost control - Treasury - measurement of financial performance against budget of City Treasurers Department and any action arising therefrom. 9. General operation - Treasury - matters concerning the general operation of the City Treasurers Department, including recommendations to Policy and Budget Committee on variations to staff establishment or classification. 10.
